Nikunja Bihari Dhal, a 1993-batch IAS officer from the Odisha cadre, announced via a social media post that he has been relieved by the Odisha government and will soon be taking up a new post in Delhi.
“I had returned to Odisha in 2017 after a Central deputation to serve my home state. But on May 2, 2025, I was again relieved to join the Centre. I’ll now be working as an Officer on Special Duty (OSD) in the Ministry of Parliamentary Affairs, and by June 30, 2025, I will officially take charge as the Secretary of that Ministry,” Dhal wrote.
This reshuffle is part of a broader bureaucratic reorganization approved by the Appointments Committee of the Cabinet (ACC) under the Government of India.
A Glimpse into His Personal Struggles

He revealed that the past few weeks have been extremely stressful for him. He was hospitalised in March, couldn’t spend time with his family, and ignored his health for nearly 18 months due to his workload.

- Additional Chief Secretary to the Chief Minister, a role known for long hours and high pressure
