Odisha’s dairy sector is witnessing a major transformation, thanks to the recently launched Go-Palan Yojana (GPY) — a key component of the Mukhyamantri Kamdhenu Yojana (MKY). In just three months, this initiative has already helped bring in nearly 1,000 high milk-yielding cows from other states like Andhra Pradesh, Chhattisgarh, and Tamil Nadu, directly benefiting small and marginal dairy farmers across Odisha.
What is Go-Palan Yojana?
The Go-Palan Yojana is a state-sponsored scheme aimed at uplifting small-scale and aspiring dairy farmers by providing financial and logistical support to buy superior dairy cattle. These cows are specially chosen for their high milk production — at least 10 litres of milk per day — ensuring better income and livelihood for farmers.
The government offers a subsidy of up to 70% of the total project cost, making it affordable even for low-income farmers.
How does the Scheme work?
- Farmers are allowed to choose the cows they wish to buy from private suppliers, ensuring better transparency and satisfaction.
- The selected cows are then transported to Odisha from high-performing dairy regions in southern states.
- Once the purchase and setup are complete, district authorities are releasing the subsidy amount within just 7–10 days, which is much faster than traditional government disbursement timelines.
This quick and efficient implementation has helped build trust and enthusiasm among farmers, especially the youth and those interested in livestock farming.
Special Focus on Women and Remote Areas
A major highlight of the scheme is its inclusive approach. For example, in Kandhamal district, three women farmers were among the first to receive support under GPY, making the district the first to implement the scheme successfully at the grassroots level. This move not only promotes economic development but also pushes for women’s empowerment in the agricultural sector.
Government Push and Recognition
The scheme received a boost during the Matsya-Pranee Samavesh Odisha (MPSO)–2025, a key event for fisheries and livestock development. Approval letters were officially handed over by Fisheries & Animal Resources Development Minister Gokulananda Mallick and Principal Secretary Suresh Kumar Vashishth, indicating strong government backing and commitment.
