The Odisha government is actively working to secure global recognition for the historic Bali Yatra festival, an iconic cultural event held annually in Cuttack.
No National Recognition, But UNESCO Tag in Sight
During a recent session in the Odisha Assembly, MLA Debi Ranjan Tripathy raised a question regarding the national status of Bali Yatra. Responding to this, Cultural Minister Suryabanshi Suraj clarified that India does not have a system for granting national recognition to festivals like Bali Yatra. Instead, such recognition is awarded by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
“There is no provision for granting a national status tag to festivals. UNESCO is responsible for recognizing intangible cultural heritage, including fairs and festivals. Whether it is Bali Yatra or Dhanu Yatra, our government is making efforts to ensure their inclusion in UNESCO’s heritage list. Budgetary allocations have also been made to support this initiative,” Minister Suraj stated.
Odisha Government’s Active Engagement with UNESCO
To enhance Bali Yatra’s chances of earning UNESCO recognition, the state government has formed an expert committee to facilitate discussions with UNESCO representatives. The government remains optimistic about the outcome, with Suraj expressing confidence that the festival will soon find its place on the global heritage map.
Record Turnout and Revenue Growth at Bali Yatra 2024
This year’s Bali Yatra witnessed an overwhelming response, drawing thousands of visitors from different parts of the country. With 2,438 stalls set up at the event, the fair became a hub for trade, culture, and festivities.
Replying to another question from MLA Sofia Firdous, Minister Suraj provided insights into the stall allocation process. Of the total 2,438 stalls, 1,188 were auctioned, while 1,250 were allotted at fixed rates. This model helped the government generate an impressive Rs 6.38 crore in revenue.

Bali Yatra is not just a festival; it is a celebration of Odisha’s maritime history, commemorating the ancient trade routes between Odisha (formerly Kalinga) and Southeast Asian countries. Beyond its cultural significance, the festival plays a crucial role in boosting the local economy, and creating opportunities for businesses, artisans, and tourism-related industries.
Bali Yatra Now a ‘National Fair’
Adding to its prestige, the Central Government has officially recognized Cuttack’s Bali Yatra as a ‘National Fair’, further solidifying its status as one of India’s most celebrated cultural events.
With the Odisha government’s continued efforts, there is hope that Bali Yatra will soon receive UNESCO recognition, giving it a well-deserved place on the world stage.
